Narrative

ON 3/22/99, A BE-400-A AIRCRAFT, N3196N, OWNED BY THE FIRST SECURITY 
   BANK NA TRUSTEE OF SALT LAKE CITY, OPERATED BY THE UNIVERSITY OF NORTH 
   DAKOTA AT GRAND FORKS, AND FLOWN BY DAVID G. VANGSNES SUSTAINED MINOR 
   DAMAGE TO THE VENTRAL FIN. THE DAMAGE WAS DESCOVERED DURING A POST 
   FLIGHT WALK AROUND INSPECTION AND WAS REPORTED TO MR. VANGSNES BY ONE 
   OF THE TWO STUDENTS THAT HAD BEEN RECEIVING INSTRUCTION IN THE 
   AIRCRAFT. COMPRESSION BUCKLING TO THE FIN WAS EVIDENT WITH TWO 1" TEARS 
   ON BOTH SIDES. AN INTERVIEW WITH THE PILOT DETERMINED THAT ONE PROBABLE 
   DAMAGE SCENERIO OCCURRED DURING A NO FLAP APPROACH WHEN THE STICK 
   SHAKER WAS ACTIVATED PRIOR TO TOUCHDOWN. NO DAMAGE WAS SUSPECTED 
   HOWEVER AND THE FLIGHT CONTINUED WITHOUT FURTHER INCIDENT. COUNSELING 
   WAS CONDUCTED WHICH INCLUDED IMPUT FROM AL PALMER, DIRECTOR OF FLIGHT 
   TRANING AT UND, FOR CLOSER MONITORING AIRSPEEDS, SINK RATES AND PITCH
