ON MARCH 16, 1999, AT 1755, A MCDONNELL DOUGLAS MD-500E (N46EE) REGISTERED TO AND OPERATED BY THE UNIVERSITY OF NORTH DAKOTA, GRAND FORKS, ND, AND UNDER CONTRACT TO THE U.S. CUSTOMS SERVICE, SUSTAINED MINOR DAMAGE WHILE CONDUCTING FLIGHT INSTRUCTOR AND HIS STUDENT WERE UNINJURED. VISUAL METEOROLOGICAL CONDITIONS PREVAILED, AND NO FLIGHT PLAN WAS FILED FOR THE FLIGHT THAT ORIGINATED AT AEG AT 1700 MST. ACCORDING TO THE FLIGHT INSTRUCTOR, THE STUDENT WAS PERFORMING "TOUCH-DOWN" AUTOROTATIONS WHEN THE REINFORCED SKID SHOE ON THE RIGHT SKID LODGED IN AN EXPANSION CRACK ON THE RUNWAY SURFACE. THE AIRCRAFT HAD TOUCHED DOWN WITH SLIGHT FORWARD MOTION (WHICH IS NORMAL FOR AN AIRCRAFT OF THIS TYPE, WHEN BEING OPERATED AT THIS DENSITY ALTITUDE). WHEN THE SKID SHOE BECAME LODGED IN THE RUNWAY EXPANSION CRACK IT BOUND UP, CAUSING THE AIRCRAFT TO HALT ABRUPTLY AND THE RIGHT LANDING SKID STRUTS FLEXED REARWARD. INSPECTORS COUNSELED THE FLIGHT INSTRUCTOR ON THE HAZARDS OF OPERATING FROM HARD SURFACED RUNWAYS FOR THESE TYPES OF OPERATIONS.
