After our readers revealed that Dr. Epstein of the UND Pharmacology dept allegedly was getting seed money earmarked for new professors from the EPSCoR program, and that the research program that he received much Federal and private funding for was headed by a veterinarian, Dr. Paul Epstein perhaps realizing that his grants were in jeopordy, resigned from UND and left in November. Harvey Knull, an EPSCoR Board Leader also made a hasty departure. Knull's EPSCoR position was filled by University of North Dakota Physics John Wagner who has admitted to inflating grades allegedly for sex with students in open Court.

Is the following another notorious med school misuses of Federal
money and/or administrative favoritism turned into fleecing of
the junior " new " faculty ? . Dr. Epstein , a Dean's
protege for a covered up alleged plagiarism , has been awarded on
several occasions EPSCOR grants by UND for which he was NOT
qualified as a "NEW" faculty . The EPSCORE grants are
funded by Federal money and are intended to assist " new
" faculty to establish their research laboratories . These
grants are initially approved by the administrative Head of the
Institution and subsequently approved by a research committee
after evaluations for scientific merits . The Web's resume of Dr.
Epstein lists a funded EPSCOR grant entitled " New faculty
startup, North dakota , EPSCOR , total cost $ 50,000.00 , 1999 -
2000 " . For craying out laud this man is no " New
" by any standard sanity because he has been at UND for
almost a decade , had other grants support at the time , received
a generous seed money to starup his research laboratory when he
first came to the med school , he has been tenured for at least 4
years and has a senior academic rank as an Associate Professor .
This episode happened because other prior EPSCOR funded grants to
the Professor went unnoticed ( one Epscore grant from 10/1/94 -
9/30/96 for $ 68,000.00 and another one through 1995 for $
46,000.00 ) . This brings a total of $ 194,000.00 for the three
EPSCOR grants for which he didn't meet the criteria involved. Is
this why Dr. Epstein is reeiving additional funds from his
Federal grants in addition to his salary from UND ? It could be
also a greed gung-ho or also a muzzeled pay off for the alleged
Plagiarism . I hope this is covered under State's auditing and an
action would be taken .

Dr. Epstein in leaving shortly with about half the pharmacology department's graduate students and research fellows. Also goes with him many federal grants. Is it good or bad for the department?

Reading the comments of the discussion group related to " Glamorous Resume " of Dr. Epstein of the Pharmacology dept. made me angry but also made me curious . I went and searched for my old pharmacology syllabi sold to us by the department . The syllabus for Fall 1997 ( Pharm I , course 703 ) showed no lectures were scheduled for Dr. Epstein and the next syllabus for Spring 1997 ( Pharm. course 704 ) showed him listed for 9 contact hours . My wife managed to get from Bismarck his annual salary for that year which amounted to $ 62,100 excluding fringes , which I was told can range from 25% to 37% of the base salary . This ( at 25% ) will adds another $ 15,525 for a total of $ 77, 625 cost for the State of North Dakota which results in a cost of $ 8, 625 for each lecture this instructor gave us . This can be extrapolated to an annual salary of approximately $ 207, 000 or $ 310,000 for each Professor at UND teaching once a year a 2 or 3 credits course , respectively . Why are they complaining about low salary ?
