News blackouts -- whether full, partial, or via "clever" manipulation -- are substantially responsible for the multi-faceted deterioration at UND. Other factors, of course, involve the total absence of any bona fide collective bargaining representation for faculty and staff -- including, among other key dimensions, any genuinely effective grievance procedures. Another very fundamental piece of this is an often quiescent student body and a current student newspaper obviously "kept" by the most suffocating elements in the administration.
